FTPManager has a built-in FTP Server. You can transfer files between computer and iOS devices over WIFI. You also can do peer transfer between iOS devices.

Works perfectly – allows me to download files via my iPad and transfer them directly to my ATV using FTP. No laptop required! It's rare that an app works exactly as described and meets all expectations… this did, thank you!
